Tech stocks sell off as investors doubt Anthropic's $1.5 trillion valuation
Investors sold technology stocks hard on Thursday, November 5, a day after rallying on the Democratic sweep of Congress. Reuters attributed the selloff to fears of Democratic scrutiny of data centers. The selling spread to Asia, where SK Hynix, Samsung and TSMC tumbled, and it reached Anthropic's planned listing, as investors who intend to buy into the offering began to doubt it can reach a $1.5 trillion valuation, the Wall Street Journal reported. Fintech shares fell faster than the market. Futures steadied this morning.
▸Anthropic's valuation in question: Three major investors who plan to take part in Anthropic's initial public offering (IPO) told the Wall Street Journal that the company is unlikely to reach its expected $1.5 trillion valuation after Thursday's selloff. One said the figure could be closer to $1 trillion. Anthropic's executives and advisers are expected to meet within days to discuss next steps. Separately, potential investors told Reuters that the backlash against AI could threaten the offering's timing. The listing, detailed in an amended prospectus on November 2, has not priced.
▸Fintech and crypto shares: Robinhood fell 12 percent, SoFi 9 percent and Affirm 8 percent on Thursday. The declines came as bitcoin slid and investors weighed a Democratic Congress. The rout also hit Strategy, Coinbase and Circle, the USDC issuer, as bitcoin dropped below $76,000. Bitcoin traded near $75,900 this morning.

REGULATORY DEVELOPMENTS
Bank supervisors contacted banks with questions after the Binance hack. The Commodity Futures Trading Commission (CFTC) moved prediction markets toward nationwide access while state court orders still bar some contracts. Community bankers pressed their fight against trust charters, and Treasury added to its scam-network sanctions.
▸Supervisors follow up on Binance: Supervisors at the Federal Reserve and the Office of the Comptroller of the Currency (OCC) contacted banks early this week with questions prompted by the Binance hack, Reuters reported, citing unnamed sources. Several outlets described the outreach as a check on banks' security risks. Binance has said the attackers were inside its systems from June. The theft has been attributed to North Korea.
▸Prediction markets and nationwide access: On November 5, the Commodity Futures Trading Commission (CFTC) issued an interpretation of Regulation 38.151(b), which requires designated contract markets to give members and traders impartial access. Law360 said the agency directed prediction-market platforms and other registrants to ensure nationwide access. That could put platforms under court orders to block certain contracts in some states in a bind. On November 3, a Second Circuit panel refused to shield Kalshi and Coinbase sports contracts from New York and Connecticut regulators. Comments on the swap proposal close November 18, 12 days out.
▸ICBA targets another trust applicant: The Independent Community Bankers of America (ICBA) asked the OCC to deny Gurufin Inc.'s application to organize Gurufin National Trust Bank, or to defer action until the company makes more public disclosure. ICBA argued the application does not show the proposed activities are permissible for a national trust bank, which is uninsured and takes no deposits and makes no loans. It also said Gurufin appears to be telling the public a bank is coming soon, even though the OCC has not acted. Earlier this week, ICBA urged denial of Modern Treasury's application; its October 2 suit against the OCC is pending.
▸Prince Group network designations: On November 5, Office of Foreign Assets Control (OFAC) sanctioned four individuals and 41 entities that support the business network of the Prince Group Transnational Criminal Organization. It also designated a Malaysian individual who managed Africa-based scammers who defrauded US victims. The action rests on E.O. 13581 and E.O. 13694, as amended. It builds on designations of October 14, 2025 and June 23, 2026. Treasury said the network hid beneficial ownership behind layered offshore holding companies, nominee directors and corporate service providers. "Cyber scam syndicates continue to steal billions of dollars from American victims while relying on sophisticated international business networks to launder their illicit proceeds," Treasury said.
INDUSTRY AND AI SIGNALS
▸Futures and rates this morning: Nasdaq futures rose more than 1 percent in pre-market trading. S&P 500 futures edged higher, while Dow futures fell nearly 1 percent. The 10-year Treasury yield is 4.86 percent, up 2 basis points. Cleveland Fed President Beth Hammack said restrictive rates are needed to cool inflation and favored a gradual path of rate increases. Futures price likely hikes in December and March, American Banker said. Crude traded near $90.65 a barrel.
▸Deal urgency before January: Fernando Rivas, who runs Wells Fargo's corporate and investment bank, told Banking Dive that the incoming Democratic majorities will make companies more urgent about dealmaking. He also discussed the bank's approach to financing AI infrastructure. Community bank deals advanced the same week. M&F Bancorp shareholders approved the sale of the Black-owned North Carolina bank to Optus Financial, after a third bank tried to intervene with its own offer, and First Harrison agreed to buy Evansville-area First Federal for $33 million. That deal is expected to close in the first half of 2027.
▸Frontier labs reach into bank accounts: OpenAI president Greg Brockman said at a Wall Street Journal conference on November 4 that the company has formed a strategic partnership to supply JPMorganChase with AI services. The partnership includes access to cybersecurity-focused models through OpenAI's Daybreak program. On November 5, Anthropic said people will soon be able to connect bank and card accounts to Claude through a Personal Finance feature, and it invited financial firms to help shape the feature. Chime will let customers use their own agents with its internal AI, American Banker said, a step many traditional banks have resisted.
▸Stablecoins in consumer wallets: Samsung Wallet now lets users hold USDC through a stablecoin account, with Stripe's crypto onramp handling purchases. World Liberty Financial unveiled a buyback of its WLFI token that could draw on income from its stablecoin reserves. The GENIUS Act takes effect January 18, 2027.
▸Consumer lenders' weakest quarter: The American Financial Services Association's Consumer Credit Conditions Index for overall business conditions fell to -39.5 in the third quarter from -5.3. That is the lowest reading since the survey launched. Rising funding costs and strain among subprime borrowers drove the drop, and 47.4 percent of the 38 executives surveyed said conditions worsened. Lenders expect the pressure to last six months.
POLITICAL & LEGISLATIVE
▸Lame-duck limits: According to American Banker, a tight calendar and narrower margins will make final confirmations difficult for the outgoing Republican majority. Crypto legislation will be next to impossible. Democrats take control in January.
▸Swipe-fee bill's future: With Sen. Roger Marshall voted out and Sen. Dick Durbin retiring, the Credit Card Competition Act faces an uncertain future, Payments Dive said.
▸Real-time supervision pilot: The top Democrat on the House Financial Services Committee's Financial Institutions subcommittee announced legislation that would have the Federal Reserve pilot real-time regulation of banks.
WHAT'S COMING
▸CFPB Fair Lending Report: The Consumer Financial Protection Bureau's Fair Lending Report is scheduled for Federal Register publication today.
▸FDIC merger comments: Comments on the Federal Deposit Insurance Corporation's (FDIC) merger proposal (91 FR 60196) close November 23. The proposal would add deemed-approval letter filings for de minimis transactions. The 1998 policy statement governs until a final rule issues.
ALSO NOTED
▸Chainalysis said password hashes and live tokens for all users were exposed, five days after saying it saw no evidence of credential access, American Banker said.
▸The National Credit Union Administration (NCUA) removed 12 CFR 723.9, a transitional commercial lending provision, effective November 4; comments are due January 4, 2027.
▸CNBC said the Senate Finance Committee will probe JPMorgan's ties to Jeffrey Epstein in the new Congress.
▸The Federal Financial Institutions Examination Council (FFIEC) agencies released 2025 small business, small farm and community development lending data on November 5; ABA Banking Journal counted 720 lenders reporting small loans of $1 million or less. Treasury and the IRS designated 6,576 census tracts as Qualified Opportunity Zones, 2,594 of them rural, effective January 1, 2027.
▸The Federal Reserve announced November 5 the termination of its Written Agreement with Allegiant United Holdings, Nano Financial Holdings and Nano Banc, all of Irvine, California.
WHAT IT MEANS
▸The AI selloff reaches the loans behind the build-out. The Treasury Borrowing Advisory Committee's November refunding report described banks lending to that build-out through GPU-backed loans, equipment leases and data-center project finance. Anthropic is a borrower as well as an issuer. Blackstone, anchor investor in a $63 billion deal financing its chips, said in late October it expects the company to be rated double-B.
