SoFi Bank settles card program in its own stablecoin across Mastercard network
SoFi Bank, N.A. went live on September 22 settling its card program in its own stablecoin across Mastercard's network, the first national bank to move card settlement onto a token it issues. The program is expected to carry more than $25 billion in annualized volume, and the companies describe the go-live as the first phase of a wider rollout. What moved, and what did not — The token, SoFiUSD, sits in the settlement path rather than on a customer statement, which keeps the consumer-facing product inside deposit insurance while the bank takes the operational risk of settling in its own liability. That choice is the interesting one: a tokenized deposit is a deposit under the GENIUS Act and needs no issuer approval, while a stablecoin is a separate instrument with its own reserve, redemption and yield rules. SoFi took the second door. The bank issues the token itself.
The license nobody holds — Once the GENIUS Act takes effect, only a permitted payment stablecoin issuer may issue a payment stablecoin in the United States, and the primary regulators' rules are all still proposed — the OCC's part 15 proposal (91 FR 10202, March 2, 2026) among them, with Comptroller Jonathan Gould saying the agency targets November. Issuer-paid yield is barred by statute; exchange and wallet rewards sit outside it. The OCC's September 21 preliminary conditional trust approvals for Agora, Bastion and Catena are conditional approvals, not charters and not issuer licenses — each of those firms monetizes a different slice of the flow of funds, as Simon Taylor detailed this week. The Act takes effect January 18, 2027.
Europe argues over the same reserves — The European Central Bank and national central banks proposed scrapping MiCA's requirement that issuers park up to 60 percent of reserves in bank deposits, and separately urged widening the yield ban to crypto lending and staking, Reuters reported. European banks stand to lose a mandated deposit base that US banks are still competing to win from issuers. The rule at issue is MiCA's 60 percent deposit floor.
REGULATORY DEVELOPMENTS
Approvals and one court order sorted themselves by charter class on Tuesday. The Federal Reserve cleared an Oklahoma bank deal, and a federal judge in Chicago widened an interchange injunction to a class of institutions it had previously left exposed.
Fed clears BancFirst–Spirit BankCorp: The Board approved BancFirst Corporation's application to acquire and merge with Spirit BankCorp and to indirectly acquire SpiritBank, along with the bank-level merger. Holding-company approval runs under section 3 of the Bank Holding Company Act; the bank merger runs under the Bank Merger Act, and a clean regional deal of this size has been taking two to three months through that sequence. Branches at SpiritBank's locations were approved too.
Credit unions join the Illinois injunction: A federal court extended the injunction against the Illinois Interchange Fee Prohibition Act's fee limit to federal credit unions, citing the NCUA's preemption rule at 12 CFR 701.5. The June 1 order already covered national banks, federal savings associations, out-of-state state banks under Federal Deposit Insurance Act (FDIA) §1831a(j)(1), and the networks that facilitate their transactions; Illinois-chartered banks and state-chartered credit unions are still inside the statute, with no federal hook to argue from. Nobody must comply before July 1, 2027.
The FDIC's comment clocks are dated: Both proposals the board approved September 17 — the Bank Merger Act rewrite and the state-bank parity rule — now carry a November 23, 2026 deadline, and the Defense Credit Union Council has already asked the agency to change how the merger rule counts credit-union buyers. That objection matters because the competitive screen is the provision acquirers will model first (the 1998 policy statement still governs today's filings). Comments close November 23.

The release's framing is the transferable part: "All SCI entities are expected to take their regulatory responsibilities seriously and promptly fix issues when they're identified." Repeatedly flagged deficiencies went unremediated.

Household cash keeps choosing money funds — Money market fund assets held by US households rose $63 billion in the second quarter to a record $5.11 trillion, the 17th consecutive quarterly increase, per the Kobeissi Letter; the cumulative build since the run began is $2.58 trillion. The ten-year Treasury yield sits at 4.963 percent, down about 4 basis points pre-market, which does nothing to narrow the gap deposit pricing has to close. The quarterly rise was $63 billion.

Agentic commerce gets a bank rulebook — Six global banks, including Bank of America and NatWest, published shared principles addressing scams, fraud and data privacy in agentic commerce — the first attempt by issuers, rather than networks, to set terms for transactions an agent initiates. Deutsche Bank's private bank deployed an agentic source-of-wealth tool across its Singapore and Hong Kong booking centers and estimates a 30 percent lift in onboarding throughput. Dispute and KYC teams now have a model policy to argue from. Six banks signed the principles.
CFTC flags mention markets — The Division of Market Oversight issued a staff advisory on September 22 covering event contracts keyed to whether a person says certain words, attends an event or interacts with someone, with manipulation risk the stated concern. Comments on the OCC's information collection for permitted payment stablecoin issuer licensing applications (91 FR 47032) close Friday — two days out. WHAT IT MEANS
SoFi's go-live turns an abstract choice — issue a token or tokenize the deposit — into a priced decision for every card issuer. The bank kept consumer balances as deposits and put the token in settlement, which is the narrow version of the question: the instrument only has to satisfy the counterparties in the settlement chain, not the customer. Banks holding reserve deposits for third-party issuers should note what this arrangement removes — when the issuer and the settling bank are the same institution, the reserve-deposit mandate and the network relationship stop being two contracts to win. For everyone else the comparison is concrete: a tokenized deposit pays interest, keeps insurance and needs no approval that does not yet exist, while a bank-issued stablecoin will have its permitted activities defined twice, once by supervision and again by a final rule that may narrow affiliate-routed yield. Decide which instrument settlement runs on before the rule is written, not after. The OCC's part 15 rule remains proposed.
